JOB TITLE: Social Development Advisor
LOCATION: IRTC Sub-Office – Headingly, Manitoba
SALARY: To commensurate with experience

Under the direction of the CEO, the Social Development Advisor will be responsible for overseeing IRTC’s Social Development Program.   The Social Development Advisor will also supervise the Social Development team.

Social Development is about improving the lives of individuals and the community in which they reside.  It is our goal at the Tribal Council level to strengthen existing partnerships, programs and services that will support in areas of integration of social, economic, health, educational and cultural programs to support community growth and self-sufficiency.

It is the Social Development Advisor’s role and responsibility to provide a second level service to member First Nations in the following capacity:

  • Clarify current and existing Income Assistance Program policy and procedures
  • Support First Nations in the development of internal policies and procedures
  • Provide capacity building as it applies to the Income Assistance Program
  • Supervise Tribal Council Social Development staff
  • Conduct internal compliance reviews
  • Assist Member First Nations with reporting
  • Review and monitor external compliance reviews conducted by Indigenous Service Canada (ISC)
  • Advocate on behalf of its members for positive social change
  • Provide advice and assistance on the development of opportunities alleviating income assistance dependency


  • High school diploma or equivalent; post secondary degree preferred
  • A minimum of ten years experience in the field or in a related area
  • Five years experience in supervising more than three people
  • Knowledge of on-reserve social programs
  • Strong organizational and planning skills
  • Excellent time management skills and ability to multi-task and prioritize work
  • Attention to detail and problem-solving skills
  • Excellent written and verbal communication skills
  • Proficient in MS Office software programs
  • Must be available to travel and work overtime when needed
  • Must have own vehicle and valid driver’s license
  • Criminal Record Check and Child Abuse Registry Check
  • Preference will be given to qualified Manitoba Interlake Reserves Member First Nations
