JOB TITLE: EOCC Coordinator

Job Description:  Under the direction and supervision of the Tribal Council Executive Director, the Emergency Operations Command Centre (EOCC) Coordinator will be responsible for working collaboratively with the EOCC Steering Committee in carrying out duties associated with start-up, coordination and operations of an EOCC, including:

  • Flood management related activities, implementation and administration of development projects within water resources and/or flood management.
  • Project management. Start program and tasks associated with operationalizing of an Emergency Operations Command Centre.
  • Develop and implement organizational resiliency strategies, plans and systems, as well as related government standards, policies, and processes.
  • Address contentious and/or politically sensitive issues, and ensure collaborative problem solving and issue resolution at a senior level.
  • Assess community requirements pertaining to organizational resiliency, and to conduct audits related to high risk incidents.
  • Manage the diverse perspectives of multiple business leaders and stakeholders in the development on consolidated, integrated solutions.
  • Recruit and manage support staff, volunteers and contractors.
  • Response planning, budget management, programming, execution and coordination in large scale emergency situations.
  • Conduct inventories and upkeep of equipment.
  • Develop reports and deliver presentations on a regular basis.
  • Act as Chairperson of the EOCC Steering Committee meetings.

Qualifications:

  • 5-10 years’ experience in flood management related activities, including advanced project management skills to lead initiatives, including experience on how to start program and tasks associated with operationalizing of an Emergency Operations Command Centre.
  • Advanced business expertise to develop and implement organizational resiliency strategies, plans and systems, as well as related government standards, policies, and processes.
  • Knowledge and experience of the concepts, principles, practices and techniques pertaining to emergency preparedness, flood response/management coordination.
  • Experience in recruiting and managing staff, volunteers and contractors.
  • Working knowledge of federal and provincial Emergency Management systems and issues specific to First Nations.
  • Advanced problem solving and decision making skills to address contentious and/or politically sensitive issues, and ensure collaborative problem solving and issue resolution at a senior level.
  • Advanced analytical skills to assess community requirements pertaining to organizational resiliency, and to conduct audits related to high risk incidents.
  • In-depth knowledge of existing major emergency response procedures and stakeholders in Manitoba.
  • Experience in complex response planning, budget management, programming, execution and coordination in large scale emergency situations.
  • Experience in conducting inventories and upkeep of equipment.
  • Proficient in computerized systems (e.g. Microsoft Word and Microsoft Excel).
  • Excellent written and oral communication skills and ability to produce formal reports.
  • Must have a valid driver’s license and access to personal vehicle and ability to travel and willing to work flexible hours to meet the needs of respective communities.
